There are two types of storage iCloud storage and phone storage. You have to make sure you have enough of both of these storages. It takes more than you think.

Yes, I had to delete items from my iPhone storage not my iCloud storage. I have 128 GB storage on my iPhone and I had to clear 70 or 80 GB to back up.
