Skill level 6 is good enough for survivability, or you can go 8 for more comfortable healing if you can spare more resource. Be sure to check which skill actually provides healing so you can be more efficient with the resource. The last one is any character that can buff your main dps. Each main dps has their own best support. But in the end it all comes down to which character you have. You can identify which character is best support for each main dps by checking their outro skill. For example, if you plan on raising havoc rover, then the current best support for them is Danjin, because she can boost havoc damage with her outro skill. Or if you plan to level-up Encore, then Sanhua can be her best teammate because Sanhua can boost basic attack damage. As for leveling up the buffer, I think it should be prioritized after you finish raising your main dps first. The reason is that these buffer also have some dps capacity by themselves (like a sub-dps), so investing in their damage is not a bad idea. And with that, you should be able to have 1 team that consist of main dps, buffer/sub-dps, and a healer. Then repeat the process for the 2nd team, 3rd team and beyond.
