The only way 10 enforcer lose is to a GOOD 3 star legendary, no comp can win. No comp in the history of TFT can win against 10 enforcer. It's legit a insta win comp as far as I'm concerned, you can easily deny a 3 star 5 cost.

I think 10 Enforcer would defeat 9 Conqueror even without disabling items. The damage, shields, and attack speed boosts would be enough.
Without disabling items, you're gonna face off a comp with so many radiant, it make the star on the sky look dark
