I agree but it is Tod he figured widow Tweed dropped him off at the game preserve so he'd be safe but Amos nearly risked legal trouble just to avenge his dog's near death. Copper also recognizes Tod's scent so I guess they figured that was him but even though they were mainly after Tod they decided to go after vixey too because she was with him even though Amos justified breaking into the game preserve by saying they weren't going to do anything just chased down the no good Fox.
