And he can't hit the notes for the words "want" and "dream" at all so he screams them instead, which is pretty pathetic for a professional musician. He could get some vocal lessons, but he has said in the past that he doesn't do it.

It's not lip-sync, Anders sings along with the chorus playback and he moves his microphone away when he needs to sing the notes he can't sing.
Clearly not lip-sync.
He screams the high notes he can't reach, it sounds like, which is a decent compromise.
