He used the sun seed on sol regem to be used as a trump card against his sister to rule over new lux aurea and xadia as a whole, but that backfired hard! 5. His absolute final chance, he betrays janai once again, to try and work with aaravos, to bring about an eternal night, then gets crushed by aaravos like a rotten moonberry!

Prison time, service, banishment, etc. They rebelled for a reason, those reasons don't go away because you give them a second chance.
Was it foolish, to an extent yes, sometimes it only takes giving a second chance to someone, like Karim who never knew when to stop, but on the other hand, I doubt these elves are gonna be off completely scott free, if she senses any king of coup, rebellion, insubordination, even a slip of tongue, that's it for anyone of them
