Top hand cant beat the bottom hand. That's a quick way to learn it.
You want to set them up to beat the dealers top and bottom. If you only beat 1 of the 2 you push. You have to beat top and bottom to win the hand

According to this website that lists the table games available in Vegas and where, the following casinos on the Strip have Face Up Pai Gow and their supposed table minimums. Not sure if this list is current or from 2020 but I can't imagine a significant swing.
Aria ($25 min), Bally's ($15), Circus Circus ($20), Encore ($25), Flamingo ($15), Harrah's ($10), Linq ($10), Luxor ($25), Mandalay Bay ($25), MGM Grand ($25), Mirage ($25), NYNY ($25), Palazzo ($25), Paris ($15), Park MGM ($25), Planet Hollywood ($15), Sahara ($10), Treasure Island ($10), Venetian ($25) Wynn ($25).

Ace high Pai Gow for the dealer is an automatic push.

In pai gow poker the joker can be used as an ace or to complete a straight or a flush. It's not a true wild card.
