Not exactly. He's only available in W-🌻, which is a bonus world.
After you fight him, you go to W5, where you fight Ludwig. So he isn’t the last.

Everyone, which one of the statements below is the reason why The Koopalings are helping Bowser do evil deeds?
a. They think it’s the right thing to do.
b. They want to make Bowser proud of them.
c. Bowser is forcing them to do it.
d. They’re just doing it for their own amusement.
Larry thinks that Mario is the bad guy and Larry really wants a mother.
Morton thinks it’s funny, he also wants a mother.
Wendy wants to prove that she is better than peach.
Iggy needs to feed his chomp, he also finds fighting Mario funny.
Roy wants to prove that he is better than Mario.
Lemmy just wants to show of his circus skills and he finds it funny.
Ludwig knows that bowsers plan is dumb but goes along with it since what can HE do about it? He leads the koopalings to prevent them from doing stupid decisions that can result in bad things happening and fights Mario solely to prove his worth.

In World 5-Castle, Ludwig’s battle has five chains hanging on the celling to use them above the five gray pipe cannons on the ground outside the castle.
