They produce motion in a circular path but no rotation, meaning no net torque is applied to the stick. The circular motion of the stick gives rise to the rotation, as described with the pen and roll of tape.

My god thank you for this. My grandparents have had one of these for as long as I can remember. We were always puzzled by how it worked, but I never knew what to call the damn thing when I looked it up. I have been waiting for this for years.
When I played with these, I figured out how to get it to go which way I wanted and reverse it *without* even touching the stick, aside from holding it. You can tell it which way to rotate just by rubbing it certain ways.
