This isn't freemode. You're thinking of Emergency 2015 or 2017 where you have freemode which concludes with a big mission. This is Emergency 20 which is basically remakes of 10 old missions
During Emergency 5 campaign mode, you will be offered a promotion to another city. Refuse to keep playing in relaxed pacing. Save the data at the point so that you can load back anytime.
