There's a blackout across most of the city. We're receiving emergency calls from near the municipal works. Multiple explosions and shots have been reported there. Get an overview of the situation on the ground.

What a waste to call a big police car just to send it back again
deploy SWAT unit's all around the city

Police dogs can stop criminals easily and they are faster than the actual units
The helicopter only brings the vehicle or a criminal to a slower speed
In fights helicopters are nothing to fighting crimes like those because somebody would be injured and there would be no place to land
Pointless solution. First of all take 1 police van and make a blocade on the bridge, so villain will stop his truck, take one policeman with gun and keep shooting that truck until it catches fire and enemy get out, catch him and extinguish truck + do the rest of mission - 3.5min total. You don't even have to tow away that truck because it's not counted as a collateral damage.
It doesn't even have to be at the bridge, nor just police van. Just park any vehicles right at the base's entrance as the criminal will pass through there anyway. Then, shoot as what you described.
