It will be better if you also include the placement reports of the colleges of the country. Like ,students can go to those countries, may even get scholarships, and can pursue degree, but what about placement ? Do those colleges provide placements like iit, nit ? Or we have to search job on our own ? Thing is not about only persuing degree neither thing is about money. Thing is about a good college and good opportunities after that college.
Bor it took 3 only a month to study for IELTS if you want 8 or 9 bands in all reading,listening and writing you can study it after your jee mains exam or after boards i think it helps full to you

Still I don't recommend to study in japan because their work culture and their loneliness behaviour and my uncle (mama)is also selected by mext scholarship and he also get a work after degree and they tell me about the work culture of theirs they have to do always overwork and they so much pressure of peer pressure you have to do what others are doing he go on work from 8.30am to 9.30 pm and sometime he come home in midnight even japanese are also so stressed and they can't give their time to their family and my uncle also try to get a job in india so he can leave japan after he tell me this i also drop the plan to study in japan thank god he save me from such hellish work culture

This mext scholarship is highly competitive and also the study is either in Japanese or the combination of Japanese and English....you need Japanese proficiency (jlpt)....in mext you need to give entrance exam according to your major and Japanese paper is compulsory....all the best to those who are applying.
