When pads look good and have enough solder add more flux, then place LED on top and use heat gun until solder melts. It may help to shield nearby parts from heat using pieces of cardboard so you only heat one LED at a time. Also turn down the heat gun fan speed. The weak mechanical strength sounds like a manufacturing problem, possibly not enough heat. You could try heating all the LEDs with heat gun or reflow oven (make sure all plastic parts are removed).
