I still don't understand how higher armour makes quests easier. Can anybody explain?

To give an example, a top tier hero with say 5 armour might need to play 50 battlecries (just an example, don't know the actual numbers)
To get that same quest reward, a hero with 10 armour might have to play 35, and with 20 armour maybe 20 battlecries. The more armour a hero has (ie the weaker the hero is since weak heros get more armour) the easier it is for them to complete quests, getting their reward sooner and accessing the scaling from the quest earlier. It actually works well to balance weak and strong heros, or would if Blizzard really tried at all.
