Just my advice to you, friend!
I think those features are optional normally, right? My current monitor is actually a "smrt" TV, but I just didn't connect it the wi-fi or use those aspects of it. It's connected to OTA broadcast via antenna, but I never use that either. Maybe people with cable have a different experience.
If your purpose of the TV is to connect to a game console or something, get a monitor. Or if you are okay with the smart part of a smart TV not getting in the way, pick a model that has no power on ad and set the default screen to be signal source. If you still relies on cable or wireless TV and there's no set top box for it, there's probably no better choice but to get a second hand old TV. Those are getting obsolete though. I've heard that Hong Kong have dropped cable TV and mainland China is mostly IPTV (that always needs a set top box) but planned to transition to 5G broadcast. Everywhere else in the world could be following this trend as well.

My guess is that that display was just reset with new item location strips put up, but the shelf tags have not been put up yet. Most stores do not have the prices on the shelf strips, but instead tags are placed separately on the strip. The QR codes are probably for store/vendor use.
