The in-lore reason is that Radical Highway was the zone when Shadow was at his peak of anger. The angrier Shadow Became, the 'easier' it was for Black Doom to control him. But we all know how that turned out.

am i tripping, the official soundtrack release only has the Act 1 / 2 + White Space versions? I know this song has so many variations at this point, but kinda wished we at least had a mix of the 1st thru 3rd Encounter as one track at least Edit: Apparently it is there, called "Doom Zone"!
