I think it depends on the circumstance. In ring ability? Influence? Wrestlers who stayed on the main event scene for over a decade plus? All depends it’s so many different lineups based on what I just said
It's subjective but you also know by default what qualifies you as being able to be considered to be to Goat. If someone has a bunch less accolades as someone else that the majority qualifies as top of the mountain, then that person cannot be a goat in comparison just because they have one stat that may be comparable to the other. It's like if you're the best music artist, actor, entertainer and comedian and then some random person is equivalent to you in just one of those categories. Then that person cannot be the goat because you are more successful in more of those categories than they are. They cant just overshadow you just because they're good at one of those thing

I never liked Cena as a wrestler because his Thuganomics gimmick felt like Marky Mark but make it wrestling and I hated that. However, I love to listen to his interviews. Before I even watched this video and saw the tagline prior to this, my biggest assessment to why he picked Roman Reigns as the GOAT of professional wrestling is because John witnessed Roman Reigns forced to be the new John Cena in front of his own eyes and watch Roman Reigns reluctantly grin and bear the embarrassment that Vince McMahon has bestowed upon him, similar to John being forced having to be the next Hulk Hogan during the PG Era. Now to see him in this 4-year long run of invincibility as once the most hated/loved bad ass villian in professional wrestling to now becoming the top undisputed babyface superstar in the company loved by all ages and races all while under Triple H's run as the Chief Content Officer of this company, from John Cena's eyes, that is truly a spectacle to witness from the business perspective.

I never liked Cena as a wrestler because his Thuganomics gimmick felt like Marky Mark but make it wrestling and I hated that. However, I love to listen to his interviews. My goat isn’t even close to my favorite nor did I watch during his era. Ik fans don’t like him so they act as if he did nothing at all, yet are fans of other wrestlers who did much worse, but it’s Hulk Hogan. Wrestling was a booming industry during his time and not only was he the top guy in WWF but also went to WCW to be the top guy and they started kicking WWF’s ass. Oh, and his run expanded from the 80s and 90s mind you. He has the top star draw of Rock/Roman, the longevity of a Cena or Taker, and the Mania main events of a Roman.
As for Cena’s answer, Roman has been the top guy since 2015 and he’s only been accepted by for 4 of them. He can get there but rn i’m not putting him even on the mount rushmore. Cena is a great company man I don’t think i’ve ever heard him say something that goes against the current state of the company at any point in time. That is my explanation for his answer

Steve Austin came in as the Ringmaster, 6 months later dropped the Austin 3:16 promo (Austin made $12,000,000 in one year from that 3:16 shirt alone) and by 1997 was the hottest talent in WWE. He almost singlehandedly pulled WWE out of the gutter and Vince knows this.
