Yes that is what the circle is for but the rules on charges have changed over the past decade as well. A lot of these were considered blocking fouls because of the way the rules were.... it wasn't until in recent years that you just needed to be in legal guarding position to take a charge.
I'm only on dunk #20, but the video is bunk already due to Zion's steal and 360 dunk being at #38, and combined with 2 other dunks. That 360 dunk is one of the best dunks you'll ever see in a game, even if it's on a breakaway.
