"Another significant change is that the families of students are also now more likely to apply for a Finnish residence permit, compared to previous years. " Do you know of think of reasons for the change? I had thought that the requirements for having funds to support living in Finland and the cost of living had been the relevant factors, and those probably have changed to anything easier. Could it be that I had overestimated the importance of costs in this context?

Tailor made programs are a bit more expensive than government funded ones. Still Metropolia has 11,000€ for publically funded programs, too. So you can decide on your own.

Everything sounds legit from the Finnish side but, why is the agency/consultancy charging huge amount of fees not only from the students but, from their accompanying family members too? I understand that they made this happen for the students so, they are entitled to certain profit but, why would they charge for the family members who are not going to study at Laurea? I know that Finns would never do something like this so, why do Nepalese want to rip off their own people every other chance they get.
What are "accompanying family members"? Are they taking part to some training, like Finnish language training? Are they asking advice for making applications and preparing needed documentations for applying for residence permits based on family ties? What is the service they are buying and being charged for? I don't know anything about what they actually do or how they operate. But in my experience all consulting businesses need to sell their services and collect fees of the services that customers use. It is up to the customers not to use services that they don't necessarily need and can become costly. Hoping for the sellers of the services to not sell more than customer needs, that seems unreasonable wishful thinking.
@@just42tube I am talking about this taiilor program. Accompanying family members are spouse and children of the students who will go to Finland with them as dependants. The agency is charging around 500euros for each child and more for the spouse in addition to the fees charged to the students for getting the offer letter from Laurea and guiding them for the residence permit application. Basically they are charging the dependants only for giving tips on documentation for visa appliation, which by the way are already available on the embassy's website. I think the amounts are ridiculous. Well, my friend has already quit his/her journely with this agency but, I am just curious about the whole thing as a Nepali-Finnish person, apparaently studying at Laurea.
@@elanaa84 If they don't want to read or understand the instructions from the Finnish Immigration Services website about Residence Permit application process and requirements, then them themselves create this situation. Visa is a different category of permits of entering and visiting Finland, which aren't relevant in this context. In the Finnish legislation Resident Permits aren't Visas and vice versa.

Visa is indeed largely handled by embassies. Residence Permits are handle by the Finnish Immigration Services (Migri). All relevant information is of course available online on their websites and enterfinland website. The process is mostly also available online. But the processes of getting all needed documents to fulfill immigration permit process requirements are not available online in all countries and in some cases can be challenging like the NOC process from the Nepali state, as I have understood, to enable moving funds from Nepali to finance studies in other countries. But that probably isn't a challenge for dependents, I hope.

Why would you contact a Finnish embassy, if you're interested in education collaboration. These are in different branches of the Finnish governments. I would assume you have internet access, so I don't see embassies as very relevant for building cooperation, unless the complications and challenges are on the Pakistan administration side, as is the case with some countries. It even seems to be a complication in some situations that the degrees are actually in Health Care, which is a different and perhaps wider field than nursing, which is a specialization area within the field. So the usual base level degree name is: Bachelor in Health Care, Nursing.
I would like to remind that Universities and Universities of Applied Sciences are higher education institutions and in some ways fairly independent from Finnish national governmental officials or agencies within the limits of legislation and guidelines attached to public funding.
Embassies are not for only the visa grant. In absence of embassy they also have diplomats mission to visit the counteries, built ties, promote culture, and share technologies through education. Nursing and health care programs have much potential to get a student settled and make career in such prospect. Students investment matters. In the Finnish legislation Visa (viisumi in Finnish) is a permit to enter and stay for at maximum for 90 days in Finland. It is mostly not the kind of permit degree program students should apply for except if they are studying remotely and only need to visit Finland briefly. Such MBA programs exist for instance for company executives, who study part-time. I am not aware of such study programs for degrees in Health Care. Mostly degree study programs require staying full-time in Finland for several years. For that purpose the first Residence Permit (oleskelulupa in Finnish) for studies is the useful and intended immigration permit type. The Finnish governmental authority and agency for handling the application process and making decisions is the Finnish Immigration Services and not the Ministry of Foreign Affairs or embassy. Embassies role in this process is just to verify identity of the applicant, verify documents and interview the applicant, if needed. This process can also be sourced from external companies like VFS Global in some parts of the world. I agree that Finnish industries and educational institutions can use embassies to assist finding contact and cooperation possibilities. To what extent they offer similar services to foreign companies to reach Finnish companies or organisations, I don't know that. I would expect that the foreign embassies in Finland would have that role.
