no, it is a form of photography called tilt-shift, search for some more of these, the film maker Keith Loutit does fantastic tilt-shift. I do not know the specifics about this type of photography but it is my favorite

Tilt-shift photography is pretty sweet, most major lens makers make special lenses specifically for TSP. Wikipedia has a decent write-up on it.
And yea, this song is pretty sweet. I do like the remix a bit moar than the original.
