The divide and rule you mentioned is actually implemented or trying to implement by the Christian churches in the south in order to make Hindus of the south feel insecure about their identity so they can feel distanced from Hinduism thus making things easy for the churches to convert them. Now the jihadis are also competing with them to cut and separate the south away from India. China, Islamist countries and many western countries are funding them.

The Mesopotamian civilization is the oldest civilization. Other civilizations, including the Indus Valley civilization, emerged later than the Mesopotamian civilization, but all the ancient civilizations emerged almost simultaneously, one after another. Therefore, the Indus Valley civilization is one of the oldest civilizations in the world and has equal importance in the history of ancient civilizations around the world, along with the others.

The subcontinent has produced 100s of languages, different forms of fine arts from every region of the country with deep level of intricacy, extremely complex and highly evolved classical raaga music (only culture in the world that has identified not 7, not 12 but 22 notes/shrutis), innumerable types of musical instruments, complex designing of fabrics (multiple different styles of fabric art in different regions of the country), and highly evolved numerous cuisines with complicated methods of cooking in different regions of the world. When the world is just awakening to the health and environmental benefits to veganism and still have very rudimentary vegeterian food, our subcontinent adopted and has developed a highly evolved vegeterian diet, growing and cooking vegetables, and using spices that most other countries in the world have not even seen before. This degree of evolution in all different domains of culture and life, may be enough anecdotal evidence to support the theory that ours is probably the oldest civilization and culture in the world.

Indus script has been successfully deciphered in the paper 'Deciphering Indus script as a Cryptogram by Yajnadevam' and he explains the whole decipherment in a video presentation given to Sangam talks on RUclips. His decipherment shows the Indus seals and other artifacts are used to write a form of Sanskrit and the symbols used there are pre-cursor of Brahmi script ( from which today's Hindi, Tamil and other North Indian scripts are derived. Kannada and Telugu have their own modern script but before that they might've used Brahmi too )
Most importantly, there are so many Vedic references like Ravi, Varuna, Agni etc... in Indus seals and writings.

Indus valley did not used to have any Hindu diety or temples as no such things/structures have been found in archeology
Even tho there are hundereds of structures which have been excavated
They didn't even had Sanskrit or hindi as their main language
Written Sanskrit(in which most Hindu text is written)was not even found before 5th or 6th century ad,which was much later than INDUS VALLEY(3000BC)
And there's no evidence to suggest that Hinduism is older than IVC(other than what's written in sacred texts) if there was a full fledged religion running parallel or nearby to Indus valley they would've made some contact but that doesn't seem to be the case

Like the civilizations, religion, here Hinduism, itself evolves. We have added newer deities, while let go old-time deities from our daily practiced pantheon. We developed more time-relevant rituals. Animal sacrifice of the hunter tribes got replaced with panchagavyam + navadhanyam as the primary civilization became more lacto-vegetarian agriculturist. So Hinduism as we see it today didn’t exist even 1000 years ago in the same form. Hinduism is a constant flow, like a River, what started with Sindhu-Saraswati has come a long way to today’s new age sampradayas, e.g. Swaminarayan, Vedantic Order of Ramakrishna Paramhansa, Amma Amritananamayi, Sri Sri’s Art of Life, Sadhguru’s Isha Foundation, Prabhupada’s Iskcon and so on. That’s all Hinduism. So there is no scope of IVC (SSC) first or Hinduism first debate. Civilization and religion always go hand in hand.
