don't think it will have apple carplay as Huawei's one is pretty good, but this will be available in EU in the future.

Can we use the full options of this Harmony OS system if we connect to Android phones?

Sorry i thought replied u already, Harmony OS won't be fully compatible with other Android system at the moment.
