What a modern classic this is! It's more Sega light gun action in its purest. :) I like playing this and Harley L.A.Riders at the Bowl 'N' Bounce in Lake Wylie (not too far from this place).
Sadly, those games are gone from Bowl 'N' Bounce now. However, I found this machine at the Challenger 3 golf arcade in Shelby, NC. It was in great condition and the volume was loud; I even danced to the in-game music to the point where I was about to cry. :)

I guess there were different revisions of this game. The floor texture on the 1st chariot boss fight looks surprisingly very different from the arcade dump I have. In the arcade dump running on the emulator, the floor texture looks completely different and kinda similar to that of the pc/saturn port. Edit: Nevermind. That's not the only texture that looks better here. Was the dump of the model 2 a bad one then? I have been testing many dumps of this game and all of them have bad textures on some specific parts of the game which looks miles better here on this video. Some examples include: 17:56 floor texture is high res and has metallic texture. Ceiling looks better and high res too. 12:43 high res and different looking floor. 14:27 high res floor texture with patterns. 15:30 high res walls 16:03 different and high res walls. Almost all of them on the dump are low res and flat looking. Don't know if it's an emulator issue or just a bad dump as a whole.
I think it's definitely an emulation issue... the SEGA PCB's were incredibly complex and had a lot going on... each game it seems like had a little extension or a slightly different video board to make things work slightly differently... so my guess would be that some of the skins were handled by a certain GPU or something on one of the boards that hasn't been emulated properly yet.
Joe's Classic Video Games That gives me hope that elSemi will one day release an updated version of m2 emulator which can display the textures. Also thanks for the info. I appreciate it. Edit: and yeah it makes sense. After a closer inspection I realized tue game has 2 layers of textures. The one that I can see on the emulator are the textures for giving the illusion of shadow and lighting. Thats why those were probably low res simce the main texture which the emulator cant display is high res.
I have made some comparison screenshots here on segabits forum: segabits.com/forums/index.php?topic=4412.0 Hopefully the emulation community gets aware of it. Being able to emulate the original arcade version properly would be a dream come true.
