    I have similar problem when tried to upgrade my optiplex 9020 SFF.
    The processor replaced with Xeon 1270 v3
    Increase RAM to 32 GB
    Added SSD 256 GB for windows fast booting
    Added Nvidia GT 1030 2GB DDR 5
    Unfortunately the temp is rising, after several trial and error i get some conclusion :
    1. The default dell fan are capable to throtled up to 4500 rpm, you will need similar or higher RPM fan
    2. I use Delta FFB8012EHE fan with max RPM at 5700 and max CFM at 80+, this fan passed the test by dell
    3. Don't worries about the noise of fan (rated 51 db max) the highest reached RPM is just 3950 RPM, still considered silent
    4. Be carefull with non-standard dell fan wiring, i suggest use 12v power supply to find which socket is the power and ground on default dell fan. Switch over your fan wiring regarding dell wiring.
    By doing these you will avoid damaging your fan/motherboard.
    5. Test the fan by pressing F5 when starting the PC, if the RPM throtling test failed (not detected or showing 0 RPM) you will need to switch over the next 2 cables (the PWM and sensor cable are reversed)
    And then your fan will passed the test.
    On standard use the delta fan only running at 1600+ RPM to keep the temperature at 42°C and running at 3900+ RPM on gaming use to keep the temperarure at 47°C.

      Are you sure of this? Because I have the same problem in my Optiplex 7010 SFF and I don't know how fix it :'(

      @@xDeadenx It totally worked for me... And also apply little thermal paste on processor while changing the smps. 👍That's just to keep the processor cool.
