I would've used top grade gunner over outnumbered since you already have the legendary module. The legendary module is basically outnumbered with reload and half the dispersion value of outnumbered. You would benefit more from TGG. I also see he's not specc'ed into eye in the sky which would help him engage targets further than 17.5KM.
