He was actually convicted 20 times, not just arrested. That means he was sentenced for those crimes and served whatever sentence he got. You can’t blame the judge(s), they can only sentence people based on what the law says. The crimes that he committed before didn’t sound like anything too serious, mostly driving without a license and under the influence. And yes, driving under the influence can be serious but most states simply take away your license and put you on probation. And that sounds like what happened with him. He won’t be getting out of this.
