Rotating an Ellipse: The Principal Axis Problem

We consider an example of an implicit equation which defines a conic section which contains the dreaded xy term. This term rotates the conic section into a frame which is a rotation of the xy plane. We use the principal axes techniques to rotate the conic section into a new frame where the conic can be plotting in its standard form.
