    Regardless of position on the NCR statutes, the offender being released with no criminal record after rehabilitation is mind blowing for me, particularly when it was a violent crime

    Anyone released under an NCR ruling should be forced to take medication and see a psychiatrist for the rest of their lives. Monitoring by a probation officer should also be mandatory.

      And who is to decide what type of medication is appropriate or if its working? You cant just force feed medication on ppl. The type/dosage/effictiveness is all a matter of opionion that will be disagreed upon by different health professionals so who decides whos opinion is most valid?

      My friend is paranoid schizophrenic. He refused his medication to control his mental illness. He murdered his father and was declared NCR. I know how the system works.

      Guy Turcotte is back in prison anyways. The criminally responsible thing was overturned, his actions were planned just to hurt his ex. His plan on pleading the "crazy" card did not work...

    Arenburg shows no remorse and no ability towards personal insight. He is just oozing aggression! If he is getting angry at the gentle tone of the interviewer, he should not be out of an institute.

      @@blindlemon9 institutions as they were are not the answer. They were often used to abuse people, some that were actually still capable of functioning in society until they were put in there. Something does need to be done though. There is no doubt about it.

      Dearest@@jaydehall9731 , anything can be abused; institutions shouldn't be ruled out, but maybe rights of patients revised. Be that as it may, in the US, halfway houses are expanding. I think they seem great for the mentally ill. Edited to add: maybe this ``room in Nova Scotia'' where Jeffrey Arenburg lives is serving as sort of a halfway house; maybe his landlady has been ``called'' or providentially has psychiatric/nursing skills to keep an eye on him. Hopefully. ``We all need somebody to lean on.'' These people do need helpful people (friends) in their lives to get well. Otherwise, they may as well be incarcerated.

      Yes i unterstand ,i was bashed by a man hearing voices at at Drs surgery, haven't recovered, my daughter worked with mentally ill people i worry so much and it became all to clear when i was talking to pammy about driving and accidents when she said i have more chance at getting stabbed to death at work !! Pamela loves helping people .i wonder why i suffer from chronic anxiety?.

    it said before the killing when he was on medication the voices stopped but then he quit taking his medication and he killed somebody well then he should have gone to prison.

      Exactly, Or he should've been deemed mentally unstable back THEN, requiring a 24 hr care provider OR an inpatient medical facility who'd be responsible for/ and licensed to administer any and ALL medications. Either that or give someone powr of attorney making them responsible for the administration of medications smh

    Hold on a minute. He said in the police interview that he had to kill him to bring attention to his hearing voices. No voice told him to murder that man, he made a conscious decision , he said it himself. How can this be not criminally responsible.

      Because medical professionals should make that decision (since they are trained in doing so). If they legitimately believe that he is no longer a threat, they have to let him go (if this weren't the case, then anyone could just randomly decide to keep you locked up if they felt like it.. Like, "there's no evidence that you will offend again based on our observations, but I decided that I just get a bad feeling from you, so I'm not gonna let you out..). God, I hope we never live in a society like that again (like the one we lived in just a few decades ago)..

      That dude who killed his children wasn't obviously really mentally ill. The verdict was appealed and he was sentenced to life for second-degree murder. So Canada's system works. On the other hand in the USA some seriously mentally ill people go to jail, like that guy who thought aliens was inviding earth because some states even don't have any NCR laws at all

    That is just straight up scary. The individuals adjudicated NCR need treatment and serious after-release monitoring by healthcare professional(s). Period. If it means I can sleep at night, I'll help pay for that in my provincial and/or federal taxes.

      You administer drugs based on what helps them at the moment, and overmedication can be just as bad

      I was really sad to learn that Patrick Bigras, one of the first responding officers who found the children in the Guy Turcotte case, committed suicide due to his PTSD from finding those children :(

      This goes on for years for them, and there is no way to shut them up. They can't walk away from them, ever, and many schizoprenic have said that the voices threaten them if they don't do what they're told. Some have done horrible things to themselves or others. A schizophrenic crisis must be pretty terrifying...

    What is most shocking is the patient neglect. These people have life long health conditions and the medical professionals are abandoning them after they walk out of the door.
    They are still potential murders until the day they die, they are not cured.

      Fact: Schizophrenia is a permanent mental illness. The voices never just up and leave. In all cases of Schizophrenia I'm familiar with, not one case just spontaneously resolved. Not one. Medications help, but as we all know, Schizophrenics are notorious for going off meds as soon as they are no longer monitored. If this man no longer hears the voices and he's not on any meds, then he was misdiagnosed. It's possible he's a Sociopath that was doing mind-altering drugs long-term. No longer on drugs, hence no voices, but quite obviously still a raging Sociopath.

      Diane Lalonde Well, that human being that took a life shouldn’t be free in society. By his own admission he said that he knew the guy, but the guy was at the wrong place at the wrong time. Coincidence? I doubt it. He knew right from wrong then, and still does today. At the bare minimum, this guy should be supervised by mental health specialists weekly. In my humble opinion he got away with murder. The reason: only he knows and will never divulge it. Funny how he complains about being labeled this and that, but the other guy is six feet under or cremated. This is insane.

    Just watching/listening to Jeffery A. in this video/interview, & I came to the conclusion that this man can 100% decipher right from wrong!! I, myself have been diagnosed with paranoid schizophrenia @ age 16, I hear voices 24/7, I hallucinate 24/7, but I can decipher reality from hallucinations, AND MOST IMPORTANTLY, I can decipher right/wrong!!!! I DO NOT AGREE WITH PEOPLE GETTING AWAY WITH MURDER BECAUSE OF A MENTAL DISORDER! And I never will.

Having dealt with a man that became unstable and begged me to meet him with our 4 month old daughter in tow, only to shoot himself later that night after i refused, tells me how uninformed you are to the danger some mentally ill people pose.     This made me sick. I’m an American and our justice system is just as messed up if you can afford to pay for an excellent attorney you can get out of just about anything here to. I’m so very sorry for the family’s of the people who were murdered and my heart breaks for them.

    My sister had mental illness and heard voices. It was up to her to take her meds. I think all NCR people need to somehow be forced to take their meds, if that is possible. I feel bad for the families who lost their loved ones.

    Ok the Jeffrey dude is a POS period. This guy belongs in prison. NCR doesn't pertain to his case. He said he shot the guy to prove a point and make people listen? What a slap in the face to that poor man's wife and family. And he's crying now because he can't start a business? He should have thought of that before he killed that guy in cold blood. So glad I don't live in Canada with such a lax law as this one.

    While I agree that there are circumstances in which someone can genuinely be unable to effectively control their behaviour or distinguish right from wrong... but I have to wonder - doesnt that make them a higher risk to the public? like isnt it even more dangerous to set them free in under 3 years if they cant even be trusted to know at all times that non-defensive aggression and killing random people is unacceptable?
    Furthermore, he said himself that he killed the guy to make a point.. meaning he knew it was wrong! Schizophrenia or not that man's motive was to capitalise on the public's (obviously negative) response to an obviously wrong crime..
    Im no expert but in my book premeditation + anticipation of a negative response = knowledge that one has commited a wrongful act.

      it really depends. if they are contuing to receive treatment, and support, their meds are being monitored and taken properly, and they are receiving proper help then yes. the problem is that our system lacks the capacity to help these people until it's too late

    Jeffrey Arenburg is clearly sick, but it's his victim mentality that causes half of it. And his last statement is truly disturbing. He basically said if he heard voices again, he may react the same way he had in the past. Those who released him, without requiring him to take his meds, and regular monitoring need to be held personally, criminally, and financially responsible for him, his actions, and all of their consequences for the rest of his life.

    My heart breaks for the mother of those 2 babies. It’s so sad. He drank the fluid himself so he should be responsible. In the U.S. I don’t think he would have got away with this heinous crime! 💔

    NCR isn't wrong. People who are mentally ill and in a state of psychosis they don't have the capacity to understand that their action is wrong. But it is incredibly irresponsible to not have aftercare and checks. Its dangerous, these people are higher risk and if they don't continue with their medications they could commit more crimes. The safeguards of a mental facility are very different to the real world. How do they cope with day to day life in society? Do they understand that they are mentally ill? Do they understand what they did? Also where is the prevention? Why are people who are mentally ill and potentially dangerous not being treated before they are allowed to kill someone?

      Exactly, Vincent Lee is a perfect example of this, he wasn’t in control of his mental state and yeah he killed someone but he’s gotten treatment and he’s doing better so if I remember correctly he now is being released but doctors still make sure he takes his medication so that something like that doesn’t happen again. But the guy who killed his kids definitely seems like he just played the system, it’s those people who give a bad rep to other NCR cases

    Excellent program!
    I believe strongly that those with NCR status SHOULD, by law,
    be legally ordered to see a psychiatrist on a frequent scheduled basis as part of their release rules.
    If they had symptoms of a major mental health illness that they previously failed to recognize + seek treatment for them it may reoccur!
    His cold angry + defensive reaction ,when just speaking to the reporter about the murder he committed in the past, + his concentration on protecting his right to make his own decision, re taking meds,- prove he has no remorse.
    I believe his attitude increases the risk of him committing the same, similar, or worse crime.
    We need laws to protect citizens from people like this man + every other person released after a NCR ruling.

    NCR should mean, in exchange for no jail time, you have to live with a lifetime of psychiatric monitoring, and if you have a mood disorder or some other psychiatric disorder, a panel of doctors should decide whether you should be on medication. This guy Jeff accepts no responsibility and feels no remorse whatsoever. :( Sad.

    The doctor who murdered his children because he was going through a divorce? Nope. That was done specifically to hurt her, and for no other reason. He set out to take away from her the things she loved most in this life, because she was done with him. No effing wonder she wanted a divorce. What a sick, unstable, petty monster.
    He should be sitting on death row. I do NOT believe he is as mentally out of it as he proclaims. I cannot believe the man has been released.
    People this sick (the others) are a constant threat to society if they are at large. All they have to do is stop taking their medication and they become a walking time-bomb.

    My husband was diagnosed paranoid schizophrenic. It is common when they're not being monitored for them to stop taking their meds. I KNOW PERSONALLY. Once improved these offenders should all be sent to prison and meds given there. Even mentally unstable they often manipulate others including doctors. Final destination should be prison. A great example are the Manson followers. Tho under Charlie's "spell" they were guilty and sent to prison and have not been released. The doctor in the story just was furious his wife left him. He did an "I'll show you" move and murdered his children violently. He is the worst of the worst.

      I think there is a place for NCR. i heard of a guy who wasn't on meds and he killed someone/. He had no idea later on he had and was so full of remorse. He had to be told what he had done. he was put on meds and sent to a psychiatric facility. The change in that person is remarkable and on meds he can live a very normal life.He is monitored regularly in the community and since being released has done really well. There are people who genuinely have severe mental illness at certain points in their lives and with correct medication cam function very very well. But, someone like Dr Guy Tourcotte - I don't believe he was mentally unwell at all. he had no history of it, they didn't say that in court.I think he manipulated the system and being released 18 mths later was a joke. The Canadian government hasn't got it right yet. The system needs to be amended.

    It should be updated so that if you don't take your medication for psychological disorders you SHOULD be considered criminally responsible for whatever crime you commit because you allowed yourself to be in that situation. For example, a person that drinks and drives and then kills someone is still charged for manslaughter and sent to prison for their crime even though they were mentally incoherent.

    There could also be Guilty by reason of Mental Illness. Having to report weekly to a type of parole officer, monitoring (GPS), makimg sure that the rught drugs are being taken.
    Millions of people have some form of mental illness but only a small percentage kill people or commit crimes. :(
    What about the victims and their families?

    I also feel compelled to say that, although mentally "sick" and "evil" are 2 different things, it's not always one or the other. Sometimes it's both. A person can be both mentally ill and evil. :( Most of us, unlike the man in this story, are harmless. But some people need to be removed from the rest of society.

    I can't believe those doctors allotted Turcotte that defense. The doctor at the mental facility needs to study criminal psychology again if he hasn't already because of course Turcotte isn't a danger! He got what he wanted; he hurt his wife for leaving him in the best way he knew how. Parents who harm their children never view their children as anything more than pawns for their own selfish games. He proved that exponentially by stabbing them to spite his wife. This was all about control. If she won't stay with him, then he'll make sure she can't be happy. Sure, he's not a danger now, but wait until something like this happens again and he has leverage against someone who's wronged him. He'll do it again, and now he'll be even more callous, more manipulative because he'll think he can get away with it. He didn't harm his wife (ex) because he hurt her more this way. He should be in jail. Along with Arenburg. Arenburg knew exactly what he was doing and had a reason to do it and planned it out. People with actually mental illness due to hearing voices seek killings of opportunity, yes, but they normally don't have a clue as to the fact that it's wrong and are often manic. He wasn't manic and was very manipulative. He also shows no remorse. If he wanted the voices to stop, he should have stayed on his meds. When I was in HS, I heard voices due to the massive stress and abuse I was facing. Did it ask me to harm anyone? No. It asked me to run and this overwhelming urge to comply was there, but I ignored it until I was finally able to get out of the situation. I've never had an episode since. I sought help and I got it. If you seek help, they give you help and then you don't take it (in Arenburg's case being in the form of medication), and you do harm, that's negligence on your part and I'm sorry, you either need to be committed for life so someone can monitor you or you need to be held accountable for your actions. If you're sane when taking your meds and you KNOW you won't be when you're off them and still choose to stop taking them, then I'm sorry, you're responsible and knew exactly what you were doing and, to me, that shows premeditation.

    I've heard voices, seen people, felt touches, etc...since I was young. I'm 50yrs old and haven't killed anyone yet.
    They seem real when it's happening, but afterwards you know it wasn't. That means somewhere you know it's not true! If you follow those voices it's your choice!!!
    Also, if you don't take your meds that is a choice so you are responsible for that choice.

    If you've never suffered psychotic symptoms yourself, you may find it almost impossible to understand this stuff. I've had psychotic episodes myself, although I do not have schizophrenia. Luckily, they didn't last, and also, I was smart enough to realize they only happened when I was in a certain weird state of mind. I did get 'messages' from the tv and radio, and when that happens it is absolutely real to you. I never even told a doctor about it because I didn't realize it was a symptom - I thought it was real. I had had a nervous breakdown and did discuss my depression, anxiety and emotional pain with doctors, but I have to tell you that many psychiatrists, even when you go for help, may not believe you, may not treat you, and may misdiagnose you - that is why so many mentally ill patients end up in the criminal system. They psychiatric 'care' that people get is a fucken joke.

    Mental illness is very difficult when not treated. For some reason, voices that are heard by people with mental illness are usually degrading toward self and other negative voices. I don't know why. I've only heard of one person whose voices were positive. I'm happy for him or her. The voices still intrude and can be a nuisance. How could a person .concentrate and/or hear a person talking to you. God bless people who cope with mental health issues. May they find the correct amounts of the correct meds and so be able to cope and live. Stay on those meds.
