Hi friend. I have the same monitor HP L1706 and it started to display the message OSD Lockout without touching any of the menu buttons. Then it started entering the menu on its own and increasing the brightness to max also without anyone touching any buttons.
One more thing, I tried to turn it off from the power button it didn't work also. I had to remove the monitor's power cable from the wall socket many times. And when I did that then put it back again the messages stopped appearing.
So every time I have to turn on my pc I have to do this with the monitor many times to get rid of the OSD message.
Can this be fixed? and where's the defect ? is it on the video board or on the power board? is it an ic or a capacitor thing. I don't want to throw it away it's a great monitor so far.
please help.

Yes I think its hardware problem any where monitors button toughing another panel so, you can Slightly press the monitor on the button side or check any repairs person
