Halon extinguishers or a foam based fire retardant, Kevlar Nomex blankets can subdue flames as well and may work to contain. All fabric in EV cars should be Nomex or similar. Lithium battery venting is bad as well.

Nothing will extinguish that fire. We had magnesium flares on board ship. They were stored in lockers hanging over the edge of the ship. In case of fire, pull a lever about twenty yards away, and the lockers, fire and all will fall into the sea. Some jurisdictions have decided to let an EV vehicle burn itself out. Just keep the people away set up a safe boundary And use the Attraction to hand out flyers on the hazards and safety for Lithium-Ion batteries.

I have controlled a couple with nomex and it does burn but will buy time as will a concrete floor. That scooter burn was eye opening I bet for many people. Your right though approaching it while smoking a bad idea as the chain reaction has started.@@eliasthienpont6330

Halon is a carcinogenic and no longer used as a fire suppression agent.

You talk about products, as if these batteries were imported as a producr. A Lithium Ion cell is the size of a normal AA cell. A battery is, well, a battery of AA cells, wired and taped together into a case of some sort. Any moron can solder together any number of cells that he needs to make a battery.
Lots of people will want to build the entire bike from scratch, it is not difficult.
I used to live in a brownstone in Brooklyn. We rented the entire building, so nobody was going to inspect it. I could have built batteries in the basement and who would know. I could assemble a bike down there and sell it across the street to some kid in the projects. I would have found any old charger to go with it.
When you find ad hoc operations you need to close them down and confiscate everything in sight. It is exactly the same as storing explosives. They ARE explosives and you do not need new laws to deal with them, just use the ones you have.

The leading cause of fire deaths in New York is from Smoke Inhalation NOT E-Batteries . FDNY has tunnel vision and is hyper focused on Li-ion battery fires. What they need to focus on is the plain water fire stream applications they continue to rely upon to extinguish ALL fires. Even Steve Kerber of UL is stuck on using plain, untreated water to suppress the smoke - YES I said SMOKE that needs to be suppressed. There’s a way to do this but the fire service won’t look at it because it’s a threat to the fire equipment manufacturers that push the sales of their water only based operating platforms (fire engines) they sell for a million dollars per truck.

All fires are complex and technical to firefighters at 4 in the morning. Where does Fire Commissioner Kavanaugh get this stuff?
