Well at least in the total number of assets. But in reality, wealth is measured by the book value of a person, community, company, or country. It is obtained by subtracting all debts from tangible and intangible properties in short, assets less liabilities. So in that case, I don't think Baggao should be number one, considering that their liability is higher compared with Aparri or Lallo. I think, it is either Aparri or Lallo in the Top 1 position or Baggao is still Top 1. I haven't calculated it though so I'm not sure.

Another good measure for wealth is dividing the total equity of a municipality with its population. It's like GDP per capita but this time its about the value one individual holds. A lot about these rankings can change if that method is applied. I would be happy to help in videos like this in the future. Let's us showcase the beauty and ability of the Cagayan Province!

I don’t really agree with equity being used to measure performance. Because government units are service oriented and the more they spend the better. So even if they incur losses which would eventually be absorbed in the government equity, it won’t be taken against them since they are really expected to spend. Moreover, a significant part of their income comes from national tax allocations which are based primarily on land area and population. For example, tabuk city receives more NTA than Tuguegarao but it doesn’t mean that the former is more progressive than the latter

Kasi mali po talaga ang ginawa niyang measurement of wealth. Ginamit niya ang assets which is not accurate considering that liabilities is a thing. In that case, a liability is not a property of the municipality. It should be subtracted from the total assets to get the net worth of a municipality. In theory it goes like this: A=L+E so E=A-L therefore I'm not sure if Baggao will remain number 1 if this method is applied.

I'm gonna have to point out that "total assets" is not the correct measurement of the wealth of a municipality. Instead you should use "equity" for the next time you make another video like this. You can measure a municipalities' equity by subtracting total liabilities from the total assets of the municipality. Equity is the measurement used when ranking wealth. In companies it is also called "Net worth". Net worth is the most accurate measure of wealth, determined by taking the market value of all physical and intangible assets owned, then subtracting all debts. I'm sure that information about the total liabilities of municipalities is available on the executive summary of the COA.
