Freeze is an absolute must. Batman is becoming a symbol of hope, and one sure way to complete the transformation is to appease rather than defeat an antagonist. Bruce can offer Fries resources for Nora's sake in return for standing down. Plus, winter in a flooded Gotham? Perfect ice man conditions. If there must be a final battle, I love the concept of Hush as the mastermind, with Freeze and Scarecrow as his henchmen. Scarecrow is the opposite personality to Freeze, so that's bound to be entertaining.
Heart of Ice is a timeless Batman tale, though I think my desire to see Mr Freeze is strengthened by the fact that Batman & Robin just didn't get it right (hence I do want them to have another go at it). Also, there's that whole tragedy aspect of this tale which I think just gels really well with world set by the first film.
I would love Mr Freeze to be in The Batman 2 as the main villian. I think Hush should be included as a side villian but still be integrated in the story without being all over the place.
I personally think that Poison Ivy could be a good side villain with the right writing. In fact, she and Freeze could work together in a way that actually makes sense. Ferris Boyle, CEO of Gothcorp, could’ve wrong both Victor and Pamela. They would work together but I’d like it to be more of a begrudgingly partnership. Victor and Pamela don’t get along well and fuckin hate each other’s guts but their desire for vengeance keeps them united.

I would love to see as more fantastical Batman but I'm not optimistic Reeves will give that to us. He seems to want things to stay grounded. That said, he has indicated that he might have a way to make the character more realistic. I'd be super curious to see how one would do that and I have faith that Reeves has a solid idea in mind (if he goes that route). Of course, so long as the central motivation of the character remains the same, I'd be happy. As you said, that's what really makes Mr. Freeze great!
When has Reeves ever done fantastical? Even his Apes movies are grounded in a sensible reality. Same is true for his Batman. Zsasz fits better than a Freeze.

His lair should be in the Gotham city Zoo after it was out of business because of the Gotham Circus which was in the zoo was facing a lawsuit for the death of the Graysons by Hush and other gangsters. Victor Fries “borrows” the technology to save his wife but an accident happened. It takes place around thanksgiving and Christmas in terms of weather and holiday immediately after the previous film. Also his name should be called Mr. Zero first just like how Batman’s name was Vengeance in the previous film.
Batman 2, Mr. Freeze is a prefect villain character that he’s a Scientist/ Inventor owns his 🧊 ice machine and learn to fighting skills. And final, Mr. Freeze will revealed to people in Gotham City that Batman is Bruce Wayne!

The villains that I want/hope to see in The Batman universe are Mad Hatter, Scarecrow, Professor Pyg, Cluemaster, Anarky, Lady Arkham, Prometheus, Wrath and Scorn, Deacon Blackfire, and Azrael. It’s not to diss the idea of putting Mister Freeze in this cinematic universe, it’s just that this Batman universe is a more grounded universe like the dark knight trilogy with a gothic noir tone to it, and if they were to put Mister Freeze in it, I don’t know how they’d pull it off. Mister Freeze is hard to do in live action.

If The Batman ends up a trilogy then Joker would be best saved as the villain in the last movie as Batman’s most dangerous obstacle! As far as the sequel obviously the Penguins story is getting more story with the HBO show and Farrell does a incredible job so obviously he’ll be the secondary villain but for the main sequel villain Mr Freeze would be interesting! That…is what The Batman: Chapter Two should be about and focus on. In essence, the first Batman got to see “the world’s greatest detective”, whereas in part two, let us see “the caped crusader” show up. I say let The Batman sequel’s new villain be…Gotham City itself…without the villains.

For all of the declarations of "tone" and "mood" that people use to whine, bash or push movies, they don't seem to understand what those even are.

They're doing a trilogy for Batman so it's not exactly too early to introduce Mr Freeze unless they were doing 6 movies with Batman.
