You have to remove the reel by clamping a vise on the metal piece that locks on to the flywheel and then using a cloth belt type strap wrench around the outside edge of the reel unscrew the reel counterclockwise. Hope it helps
I haven't had to mess with the coil spring on this atv but I would assume the four screws @ 0:27 are housing the coil spring. I've messed with coil springs on other mechanisms and they are tricky if they are already unwound.

The whole reason I am searching for how to fix a trail blazer pull cord is because I need to know were to tie the rope onto the recoil starter.
I tied a knot and slit it through a notch/slit in the middle or bottom of the recoil wheel and wound it back.

I didn't. A mechanic buddy got it somehow, but never told me specifically what he did. sorry.
