As someone in a wheelchair this has genuinely happened to me. I was desperate for the toilet and an entire family were using the disabled bathroom to change into their swimming costumes (this was next to a beach). And like sure get changed but can you please let the disabled person pee first. They saw I was there and lots of disabilities make it so needing the toilet can be pretty urgent.
