I 100% bet that this was made by a local advertising agency. Considering all factors, it could even be an “un-official” ad done by a franchise owner? I don’t know a lot about advertising licensing so I have no idea. Good luck, hope you find it!
Thanks! Yeah, as a bunch of Redditors pointed out, they recalled seeing this same commercial being used for Mr. Sub in Canada and Quiznos in the Midwest. They've said that those other sub restaurants were notorious for having low-quality commercials, so we've developed a theory that this commercial originated from one of those restaurants, and that Subway franchises on the East Coast licensed their usage.
Baron Julius von Brunk If it aired in Canada it’s a chance I probably have it on tape, I buy & archive Canadian TV recordings from recorded VHS, I have hundreds of tapes, but I’ll make sure to keep an eye out. Imagine if I find it lol. Will keep updated.
I'm probably of comparable age and grew up in the midwest. i'm just hearing about your quest today for the first time. i read the reddit post and immediately had a memory of subway commercial from the 90's featuring a moses/ 2 tablets kind of thing. I definitely remember two mens standing on a rock with bad beards, but it was definitely Moses-y. i don't remember any low quality standing out. Now i think i'm just mixing up a bunch of different weird commercials. I know you're invested at this point, but how can you be so sure that it's not something that you're combining from various pop culture memories? not disrespect intended. I just have a pretty solid memory for that sort of thing and i couldn't be totally sure of the wording or edits to a particular commercial from over 20 years ago, so it just makes me wonder how you could be so sure. This feels like one of those Mandela effect things which is not in any way real and one hundred percent just misremembered details frothed up into a conspiracy by others misremembering similar errors. then again, i don't know shit. Whatever the case, good luck in your search.
I recently got a huge collection of VHS tapes recorded throughout the central PA area that have many local commercials (all of which I upload here). It's taking a while to go through, but I'll let you know if I find anything. Just learned about this today!

Whoa, was I given a shout out? I actually plan on remaking this video to cover any new developments since 2019. I originally made this one a few years ago when I was experimenting with video editing, so it had bizarre cuts and awkward closeups, and the sound was awful. I just moved into a better apartment with better resources to produce videos, so I plan on making more content.
Thanks! Luckily, I was recently contacted by a UK LEGO magazine about potentially publishing a feature about my video, so hopefully this will lead to more people finding out about this mystery!

Baron Julius von Brunk Sounds great. Perhaps you could also try contacting some local Subway executives or franchisees to see it they may have a video recording around. I’d love to see the real thing again as well for nostalgia’s sake.
This commercial seems like it would have been a local/ small town type thing. You know, some local subway auditioning local people to speak in the commercial. It would then make sense if this commercial was low quality

I also remember another Subway commercial and it was very high in quality. It was one kid who was alone ("Boulevard of Broken Dreams" by Green Day was playing in the background) and he was holding a sub and was eating it while walking down a road. He was in the middle of the road. Just eating the sub. The Background was just a road in the middle of a field. The background was just a loop like the old cartoons.
