Yes! This is a regular glitch and the card drops down the tower. At the base of the tower there is a metal 'fence' surrounding the start of the ladder. Jump off the top part, pull your chute and land on the top of the fence/gate. The card will be sitting on one of the three fences surrounding the ladder entrance.
