It can't be measured but if we have to make a one it would be "Calamity level", and only Sukuna, Gojo and Mahoraga are in this level
Special grade also need sum sub tier as well
As Kenjaku is the strongest special grade sorcerer and very close to calamity level (considering he does cause a calamity in Shibuya and by activating Culling game)
The special grade sorcerer are Kenjaku, Kashimo, Yuta, Yuki, Hakari, Yoruzu, Geto, Toji, Uraume and maybe Maki(since she has been stated many times as equal to Toji)

People always say Shoko is super weak, but she's probably pretty strong against curses cause of her positive energy. It's just they never send her on missions cause it would be a major loss if she died.

Hakari prolly in the middle of special grade and grade 1. The term “special grade 1” if I remember correctly is an equivalent of grade 1 outside of jujutsu tech. So technically, Nanami and Naobito are the same grade.

Also sorcerers are ranked differently than curses, a grade 1 sorcerer is defined as being capable of defeating a special grade curse. Special grade is reserved for sorcerers capable of overthrowing a nation by themselves.
