@@christianwhite8877 Yes, but there are a lot of complex calculations that only Ciel can do to manipulate the laws of the universe with law manipulation. Others with law manipulation can only manipulate elements like fire water and wind, and the laws of physics like gravity and inertia which also requires some complex calculations .
law manipulation is the catch all term for all of the diffrent manioulation abilities he has. like fire manipulation and water- and wind manipulation he got at the start. they turned into elemental manipulation after magic control and molecule control got added it turned into law manipulation. after he ate clayman he got earth manipulation was added. and gravity control from charibdis and so on and so forth. all thos skills are collected here instead of named individualy.
3:30 while he can think faster and all that jazz he cant move(yet) as fast as ui goku cuz ui isnt like mind accelerate ui makes body move and react on its own while mind accelerate increases how fast he can think not move. hope that helped

Doesn't matter if you can change the laws of the world around you though so if he really wanted to he could just change how time moves to accelerate
he can still use magic or skills at that speed though, during the whole mess in luberios he could (barely) react to lightspeed attacks.
