Vegeta of course is the only exception since he wasn't planning on waiting on Goku. He had the confidence to take down Cell himself and had he not let his arrogance and saiyan pride get in the way, he would have but he allowed Cell to become Perfect, but Cell (luckily) ended up showing mercy to The Z-Fighters bcuz he wanted the oppurtunity to fight Goku so he could test out his Perfect Form and Goku was the Main Hero/Protagonist at the time and the favorite to take down Cell (before Gohan ended up reaching his SS2 form).

Notice how when Cell absorbed a 17, his personality and look is more masculine: he's bulky and ugly. He's brutish, short-tempered and impatient. Very narrow minded as well; absorbing 18 is an obsession. After absorbing 18, Cell gains more feminine traits. He has a more lean, sleek and attractive look. He is more pompous, arrogant and passive-aggressive. He is far more calculating and strategic as well.

That Day I was so mad mad my mom that I locked myself in my room and stood against the door cursing at her. I was about 13.
