I mean, Kaos was frozen and tiny at the time, so there’s no way the humans who put him there would know he’s a villain from another world. Not to mention that him speaking could easily have been interpreted as just a voice box.
The nostalgia is perfect for a movie like this one!

best levels in skylanders giants was the arkeyan vault level (chapter 6) the pirate one (chapter 10)and the when u fight robo kaos (chapter 16)
