Yeah, like it literally doesn't make sense you need to check if the cdr is off setting the other buffs the character provides. For example, if you get only one extra burst 1 with your cdrbuff but the other character gives a massive dmg boost in total you net more dmg with the dmg boost instead cdr. This is why guitar rock is right, and you need to test if the non cdr unit's benefits offset the lack of cdr. But as usual as you said he just wanted to tear down he had no interest in actually trying to make people's teams better.
Isn't burst skill cd start upon activation? This means cdr basically useless then. Or am i missing something?
Yes, CD starts upon activation, but we're capable of filling the burst meter faster than CD's will recharge, hence the need for cooldown reduction in order for us to maximize damage effectively.
