Luckily I got both (Makoto three times) and the Hiniature (three times) + Swimsuit Shiroko. After my catastrophic FGO pulls (Arcueid on Pity and Molay on GSSR), I quite needed a stroke of good luck (funnily enough I even got Summer Ibuki Douji, so I'm not as salty anymore).
If Seth doesn't give you pyros and DAko is mostly used there then what is the point? Makoto may be niche but she's very good at those niches and can potentially trivialize parts of two of the hardest raids. I seriously fail to see how DAko should have priority over Makoto.

Different purpose & different usage. og ako is for buffing the crit & crit dmg of your hypercarry, whereas d.ako buffs everyone within her AOE, but for less crit rate & crit dmg. In JP, d.ako is mostly used for the new tower raid that comes monthly. Beyond that though, og ako seems to be used more over her dress version still. tl;dr, get her if you want to perform in the tower raid.

Set may not drop pyros but it drops reports, stones, purple gifts and the new material needed to increase stats after you 5* a character.
