I can say that the only time I ever had fortune cookies in a Chinese restaurant in Asia...was at a Chinese restaurant franchise that was a company based in America. None of the traditional Chinese restaurants based in Asia and no independent Chinese restaurant I've been to in Asia ever provided fortune cookies.

The Chinese characters are 火锅 (simplified form) and 火鍋 (traditional form). Korean pronunciation of those characters is "hwa gwa". Also, most Korean sources say that it is a type of Szechuan cuisine. It, and a similar type of meal called "maratang" are very popular in Korea these days, so maybe that's why some people think it's a Korean dish. I don't think many Koreans regard it as a Korean invention.
