I’ve been made aware of a mid sized employer group that actually sent patients to Costa Rica to have orthopedic surgeries but with USA trained and licensed surgeons in CR Surgery Centers and Hospitals.

Can employer groups who only offer HDHP plans to employees set up this type of arrangement when there is still a requirement of the member to pay cost shares?
