Sometimes you'll want to use ultimate then second skill because when using ultimate firsy it will force enemy to waste their flicker or dash skill, so after that you'll have second skill available to catch up

In the beginning I'm keeping it to get the snitch (the walking lettuce 🥬) and then I'm keeping it because it happens often to get rubbed if I don't have it

Harley literally has one combo, tp ult cards tp back. There is literally no room for innovation per se.
