Wonderful episode, it's always uplifting to listen to David Satter. I'm afraid that it's unlikely that after losing the war russians would change their mindset, or would start processing the crimes committed in this war and by soviets. Haven’t seen all of the interview yet. But magnificent insights developing context and point of view. Hard to believe 25 yrs since these apartment bombings and false flags began, leading to the Putin regime. I am 77 and a former journalist. Magazines, service articles, science, etc. Not international affairs, peace and war, except very peripherally. A couple of interviews with political refugee high school students. My point: at the time I thought on my own I detected whiffs of false flag attacks involved here. Then I remember some Times articles pointing out vast incongruities in the story of pure Chechen provoked terrorism linking to larger Islamic terrorism. @nd no doubt some of this was mixed in via FSB confusions and obfuscations. Not certain tho. Still it was hard to believe that in 2000s FSB would intentionally blow up 100s of own citizens-tho accidents and miscalculations by same very believable. Wasn’t aware that there was harder evidence. What sources I saw implied, The State Dept., CIA, NSA could at that time verify, at least internally. Two points. Provoking an international crisis when your ratings drop is an old, but very dangerous tactic when your ratings drop, regime control fading. Putin has done this time after time: Georgia 2008; Syria challenging West, saving regime, when screws about to be applied following chemical mass destruction attacks-2012 elections; Maidan: Donbas and Crimean nonsense, etc. etc. Reminds me of some purported Imperial official proclaiming in 1903 or so,“What this country needs is a short, victorious war!” Just before Russo-Japanese War! Don’t know if this story is really true, but it should be. There is a lot of “Wag The Dog” in Putin’s tactics. Back to the topic. Satter may not agree with all of my vague, top of my head, thoughts, but he does a fine job developing/systemizing developing events over the last generation. More important, not letting “things” slide. The dog may come back and bite you in most unexpected ways. I I am particularly impressed and enlightened by Satter’s allusions to the vital importance of institutional memory in the play of event, even in the short term. I had never thought about this relating to events separated by only several year. But when there is deep secrecy and lack of acknowledgement, followed by administration change, then this instant amnesia makes sense. Especially with a few second tier actors in the know keeping their mouths shut to protect their careers, even at the cost of the future of humanity. Hope my comments are coherent and helpful. This is an interesting take on the relationship between Russia, its population and Putin by Mr. Satter. Unfortunately it’s a mischaracterization of the Russian populace as a citizenry. Mr. Satter has a Cold War perspective on Russia, where political involvement was available to the populace. Now the populace doesn’t care whether Russia or Ukraine wins, or if there indeed is a war. There is a deep depoliticization of the people in Russia, and thus the tolerance for battlefield losses is high, not due to any fervor (other than the 10-20% of z patriots), but that the war is happening to OTHER people who happen to or happen not to live in a place known as Russia. “As long as it doesn’t involve me”

There were four "successful" bombings in three cities in Russia. The 5th bombing, an attempted bombing in Ryazan, was prevented by a vigilant citizen and this is the most suspicious one. Putin blamed Chechen terrorists for the bombings and started the second Chechen war on the following day. There is a very informative article on Wikipedia. Why doesn't the BBC produce acseriese on Putin and Russia shown twice a week? Ten one hour sections. Repeats on BBC2 and available online. Public debate on Russia.
When you say this war could have been avoided, you are so right. First Putin is the main cause. But i think if the U.S hadn't coerced Ukraine in to surrendering their nukes, Putin wouldn't have dared invade. Also we promised in writing that if they gave up their nukes that we would protect their sovereignty. I think if it had been our sovereignty on the line, we wouldn't have tied Ukraines hands and took so long to cough up the weapons they need to win. But its always about money and power (or upcoming elections) so we tie Israel's and Ukraines hands. Theses countries are fighting because they were attacked. They are fighting for survival and freedom. We should get that as are people also fought and died for our freedoms we take for granted today. And just as many wanted to believe Hitler's lies even though he continously broke his promises, they stuck their heads in the sand and believed what was convenient. This backfired because you can't negotiate with a terrorist.
I hesitate to call something a movement, the defining features of which are apathy and cynicism. That said, I do agree with the message. I dipped into archives recently and came across a recording of a reporter covering the Battle of Grozny during the Second Chechen War. He said that it was shocking to see that Russia could do that -- that they could bomb a place that they regarded as their own into smithereens. It really shouldn't shock us, at this point, to see what Russia is willing and capable of doing to "their own people".
Mr. Satter is correct, of course. But the practicalities of interfering in the internal politics of a major foreign nation should be considered. These many difficulties are exacerbated by traditional American Isolationism. Unfair criticism with hindsight is too easy and unfair.
