It’s an accessibility feature. If you enable it to help a disability like maybe hearing, then you would lay the phone face down to ensure you could see it. For those who enable this without accessibility in mind, again to take full advantage you would lay your phone face down.

Restart the phone and recheck the led setting. Sometimes just turning it off and on fixes the issue. If that doesn't work let me know, I'll look into it further for you.

I used your technique of adding that "Shell" program to Windows 8.1 to try to get rid of that cursed Charms Bar. The mouse cursor could be anywhere on the screen and the Charms Bar would appear 100 to 150 times a day! After adding the Shell program, it only appears 10 to 15 times a day now! It's much, much better! Any new way to get it to zero? I have an old (maybe first model) Stream 11. Thank you, Tom A.

Only other way would be to look at your touchpad settings and see if there are options that disable it.
