Bailing mechanics are very arbitrary. Having a ship of lower hull strength increases the chance, then reduce the enemy ship to 70% hull or less and shoot it over and over and it will eventually bail. Reduce hull too much and it will just die. I recommend a lambda shuttle. Many guns, some crew for boarding etc, you will work it out.
