She has to learn how to survive in society a bit at a time as she grows, not throw her to the wolves at 18 or lock her in a tower. In the 1990s I was younger than she is and walked a couple blocks and across the busy road to go to the store without my parents. The rule was over 7 years old and responsible enough to not get run over.

You can’t live in fear bad things will happen. You teach your kids what to look out for in public. All you’re doing is setting them up to fail in life by not letting them do anything because you’re afraid of them being kidnapped.
I did something similar with my younger sister who was living with me overseas I'd take her to the kiosk and show her how to get her student trolley pass once, then after that she could do it herself (she was 17.) She really learned how to do things independently and it helped her confidence.

Yes it isn’t mentally healthy to live in fear of the world BUT you have to be responsible enough to know and acknowledge how cruel and unpredictable the world and its inhabitants can be.
My dad made me do that before but that same night he made me go into Braums by my self with his card to get a gallon of milk, sweet tea, fruit punch, and pink lemonade
I am 16 in like 6 days an I still hate speaking to people in like any public places like restaurants and shops and stuff like that ,I have always been a shy an awkward person which I think explains why I hate speaking to people
