    After watching this video natutunan ko na need ng Agricultural and Biosystems Engineering every municipality and under ito ng supervision ng LGUs. Also may standards sila dito na dapat licensed agricultural engineers ka. Additionally in this act as the presenter mention yung mga PAES na kung saan nilalaman nun yung mga guidelines for the design, construction, and operation of agricultural equipment such as irrigation systems, tractors, and other machinery.

    We are student of BSABE and soon we will become a professional engineer. It is important for us to learn this Agricultural Engineering Profession. We can give a lot of contribution to the LGUs because we have the knowledge in agriculture. Having an agricultural professional on the LGUs will help them in assisting the farmers and give them knowledge on the productivity and sustainability. They will help the farmers to adapt the modern agriculture to have a more productive and sustainable farming.

    What I learned about the video, is that the DILG Memorandum number 2008-167 is a policy that aims to promote and develop Agricultural and Biosystems Engineer practices in the Philippines by requiring the hiring of Agricultural Engineer on every Municipal in the country. The video also explains the role and duties of IABE on 0:52 which are the planning, designing and management of research extensions as well as the buildings, structures and irrigations. On 14:10 the reporters explained the guidelines in implementing the provisions of the memorandum which state that all local government unit must have Agriculture Engineers to plan and designs of Agricultural projects like agricultural structures, irrigations, machinery pools and many more. With that is the seal which contains duration of validity of the license and the professional license number, and professional tax receipt. It needs to be there because if someone seal or signed a project without it and the project doesn't go well, there will be penalties 15:40. The reporters also the duties of Agriculture engineers and their salary grades 17:30. The penalties if the prohibited acts in this memorandum was also mentioned which is the 50,000 to 200,000 fines and the imprisonment of 6 months to 3 years. In the end the video taught me about how the memorandum order aims to promote the Agricultural Engineering practices, and what are the policies regarding it.

This act focuses on the licensed and registered agricultural engineers including their duties and responsibilities that will help in the improvement and development of agriculture sector of the country. During previous years, when the agricultural engineering profession was new and not stabilized, it was always neglected. It is always compared to other engineering professions that are high-end like civil engineering. If we are going to see situations in society, people will realize how agricultural engineering greatly contributes to the development of society. As an ABE student, knowing that we have this law, I won’t worry about having a job that is not aligned with the field I’m in. Moreover, it will open more ways to better agricultural practices that could contribute to economic growth.     As an employee in the near future, particularly soon to be an agricultural and biosystems engineers, we must be aware if what kind of work we are going to deal with. Before applying a job into an agency, company or government offices, we must have the skill and knowledge on the specific field we are applying for in order for us to be productive and competitive in work. We must also be aware that the agency we are going to apply with, also sets a standards and qualifications of what kind of employee they are going to hire. All of those things are being discussed in this video.
    I also learned that every municipality in our country needs a licensed agricultural engineers to promote and develop a more sustainable agriculture. Here is why the Institutionalizing of Agricultural Engineering Profession in the LGUs ( DILG MC 2008- 167) sets a standard before hiring one. According to the memorandum, the legal basis of hiring a professionalize agricultural and biosystems engineering is under the supervision of the LGUs. On the other hand, the agricultural engineers must function as what is on the lists of their roles in infrastructure development, environmental management, and agricultural productivity.

    DILG MC 2008 - 167 ay isang magandang hakbang sa kadahilanang pinopromote nito ang pagkakaroon ng Agricultural Engineers ang bawat LGU or local government unit. Sa sarili ko na opinyon, ito ay nagsisilbing hakbang upang mas mapaunlad ang pagsasaka at kung ano pa mang sakop ng pang agrikulturang gawain.
    Niririkuminda rin ng batas na ito na karapatdapat na licensed Agricultural Engineer lamang ang maaaring maging parti nito at may mga standard protocol na dapat sundin. Nakaka tulong ito sa pagkakaroon ng mga proyekto tulad ng mga irigasyon isang halimbawa nalang dito ay ang National Irrigation Administration or ang NIA. Sakop narin dito ang mga daan na makakatulong upang mas mapalapit ang mga magsasaka sa mga palengke or bagsakan ng produkto na kanilang nakukuha. Higit sa lahat ang pag gamit ng mga mas advance na teknolihiya o mga machines sa pagsasaka.
    Isa rin sa layunin ng batas na ito ang pagpapa unlad ng pagsasaka, bawasan ang chnace na pagkalugi ng magsasaka, at higit sa lahat protektahan ang mga natural na yaman na pinagkukunan ng pangkabuhayan ng mga magsasaka hindi lamang sa lupa kundi pati narin sa tubig (aquaculture industry).
    Dahil dito
    mas maiimprove pa ang kalidad ng pangkabuhayan ng ating mga magsasaka.

    Ang DILG MEMORANDUM CIRCULAR NO. 2008-167 ay naglalayong ipatupad sa bawat Local Government Units (LGUs) ang pagassign ng AB Engineer para sa paggawa ng ABE practices. Sa pamamagitan ng batas na ito ay mas mabibigyang importansya ang mga AB Engineers na sila talagang eksperto sa mga ABE practices gaya ng planning, designing at iba pa. At bilang isang ABE student, ang batas na ito ay malaking tulong sa field ng ABE dahil talagang mabibigyang atensiyon ang kakayahan ng agricultural and biosystems Engineer lalo na at mabibigyan ng spotlight na sadya namangABE dapat ang gagawa. Sa batas na ito naipapakita at maipapakita ang kahalagahan ng isang AB Engineer na siyang eksperto pagdating sa ABE practices kahit sa ibat ibang Local Government Units na nangangailangan nag licensed AB Engineer. In short , this act will serve as stepping stone for everyone to appreciate the ABE profession.

The circular builds upon previous efforts, particularly DILG Memorandum Circular No. 2001-25, which encouraged LGUs to support the implementation of Republic Act No. 8559, the "Philippine Agricultural Engineering Act of 1998." By providing clear guidelines and emphasizing the importance of licensed and registered agricultural engineers in LGU operations, this memorandum circular seeks to enhance the efficiency and effectiveness of agricultural development programs across the country.

Binibigyang-pansin ng memorandum ang kahalagahan ng mga engineer sa pagpaplano at pamamahala ng mga proyektong pang-agrikultura tulad ng irigasyon, pasilidad sa imbakan, at makabagong teknolohiya. Halimbawa, sa isang probinsya ng palay, maaaring magtalaga ng agricultural engineer upang magdisenyo ng sistema ng irigasyon at magbigay ng mga makinarya para sa mas mabilis at epektibong pag-aani.     In a world where everything is getting advance, technology is rapidly evolving and
    innovations are getting much more, how can agriculture can keep up with these
    situation? Modern day world results to modern problems and agriculture is getting affected too. The agriculture serves as the backbone of the Philippines for it provides
    foods, jobs, and incomes for million of Filipinos living here. Due to evolving world,
    agricultural sector are getting behind. Many farmers locally struggle when it comes to
    outdated farming practices, poor infrastructure, and limited access to modern
    agriculture which decreases farm productivity especially in rural areas.
    To solve this kind of issues in our country, the government implemented the DILG
    Memorandum Circular 2008-167. This memo aims to institutionalize the role of
    Agricultural Engineers in Local Government Units to ensure that the locals and the
    locality can have a technical experts when it comes to agriculture. Either in terms of
    agricultural problems, agricultural systems, or implementation of sustainable farming
    practices in the locality or municipality.

    Ang Institutionalizing of Agricultural Engineering Profession in the Local Government Units (DILG Memorandum Circular 2008-167) ay nagtatapos sa isang mahalagang layunin na tiyakin ang epektibo at masusing pamamahala ng mga programang pang-agrikultura sa pamamagitan ng pagtatag ng Agricultural Engineering Profession sa mga lokal na pamahalaan.

    The Local Government Units must have licenced Agricultural Engineering to plan, design and supervise works that are inline with their respective fields, Agricultural Engineers are the one who is only required to sign papers. Reallocation of Agriculturist and other positions that performs Agricultural Engineering works into Engineering positions. LGU's must create offices for Agricultural Engineering positions.

    natutunan ko lang na , wala palang tambay na liscensed engineer hahahaha, kase we have this act na pedeng pagnhwaakan para makapasokn= ng work, tapos hindi kabado to apply kahtt sa ndi allign sa field.
